Aha, I thought, finally someone with some insight. If you get obsessed with finding ways to only increase your PR score you’ll lose sight of the “big picture”. That your first objective is to build a good website with plenty of useful, fresh text in your pages. Then find links from relevant websites with the same kind of attributes that have a high PR. This will ensure a good PR for your site, but will also ensure that your site is a good site. After all, what good is a website that has somehow wrangled a high PageRank but contains nothing to entice visitors to stay, or buy, or whatever? See what I’m driving at?

You can also try an advertising broker.
They keep a portion of the fee for their package as a commission. You agree to sell advertising on their network in exchange for a free link to your site. You can put their link anywhere on your site, even a dummy non-indexed page, because you’re not really interested in selling their advertising or the value of the link to their site. The important factor is the link from their site is a high quality link that will help increase your PR.
Also, try writing a press release about your site. Many sites offer free or low cost press release publication distribution. Add a link to your site in your press release in the text. Search engines, including Google, are picking up press releases. This means that the link that shows up in the press release distribution site’s archive will count as a quality link and increase your PR.
Now the expensive way it to purchase links directly. They can range from as little as $10 per link to as much as several thousand dollars per link. Be careful if you go this route, many websites who have attained a very high PR have discovered they can make a lot of money by selling links to their site.
